Ineficiência do posto e da própria policia ao permitir o que não seria permitido, ao tolerar o intolerável.
Existe uma distinção clara entre o poder de polícia administrativa, e o poder de polícia judiciária. O primeiro tem um caráter essencialmente PREVENTIVO, ou até mesmo educativo, enquanto o segundo age de forma repressiva. O primeiro procura impedir as ações anti-sociais, e o segundo a punir os infratores da lei.
Quer fazer blitz, faça na RUA e não DENTRO de um estabelecimento comercial. Isso para mim, é ABUSO DE PODER.

Inefficiency of the post and the police themselves in allowing what would not be allowed, in tolerating the intolerable.
There is a clear distinction between the administrative police power and the judicial police power. The former is essentially PREVENTIVE, or even educational, while the latter is repressive. The first seeks to prevent antisocial actions, and the second to punish violators of the law.
Want to blitz, do it on the STREET and not INSIDE a commercial establishment. That to me is ABUSE OF POWER.
