The Panamanian consulate is no longer at that address. It has been 2 months since they moved and they are in Santos. I just came and found out about the information.

La página web está mal, en el teléfono nadie responde y la dirección la cambiaron hace siglos para Santos.
Las veces que he pasado por Panamá, el trato es bastante malo por parte de la mayoría de los funcionarios. Lamentable que tengan esa oficina aquí para nada.
Horrible, and I'm not surprised.
The website is wrong, no one answers the phone and the address was changed centuries ago to Santos.
The times that I have passed through Panama, the treatment is quite bad by most of the officials. Unfortunate that they have that office here for nothing.

★ ★ ★ ★ ★ O consulado é péssimo. Liguei no telefone de todas a unidades e ninguém atende. Oferecem as opções e ao clicar em alguma delas, apenas te deixam esperando por muitos minutos e depois a ligação fica muda e cai.
Deveriam oferecer um telefone no qual as pessoas realmente atendam!
The consulate sucks. I called all the units on the phone and no one answers. They offer the options and when you click on any of them, they just keep you waiting for many minutes and then the call gets muted and hangs up.
They should offer a phone that people actually pick up on!
