Gostaria apenas de expor que compareci ao 19° ofício de notas na barra da Tijuca (esplanada da barra) a fim de realizar o apostilamento de um documento. Ao ser atendido pelos responsáveis do setor (um senhor e uma senhora na faixa dos 30 anos) me foi esclarecido que o prazo para a realização do apostilamento é de até 5 dias úteis, porém, ao expor a minha necessidade de obter o documento, me foi proposto pagar uma taxa a qual chamaram de “taxa de urgência”, que não poderia ser paga diretamente na máquina de débito do cartório, apenas em dinheiro, diretamente para os atendentes. Dessa maneira eu receberia o documento apostilado prontamente.
Este procedimento não é previsto em lei e caracteriza, claramente, crime. Por não possuir disponibilidade de tempo, não pude levar essa situação ilegal a diante, mas venho aqui, através desse comentário expor essa atividade ilegal que está sendo realizada no 19° Ofício de notas da barra e solicitar ação das autoridades competentes.

I would just like to state that I attended the 19th Notary Public's Office in Barra da Tijuca (bar esplanade) in order to carry out the apostille of a document. When I was attended by those responsible for the sector (a man and a woman in their 30s) it was explained to me that the deadline for carrying out the apostille is up to 5 working days, however, when I explained my need to obtain the document, I it was proposed to pay a fee which they called the “urgency fee”, which could not be paid directly at the notary's debit machine, only in cash, directly to the attendants. That way I would receive the apostilled document promptly.
This procedure is not provided for by law and clearly characterizes a crime. Because I don't have time, I couldn't take this illegal situation forward, but I come here, through this comment, to expose this illegal activity that is being carried out at the 19th Notary Office of the bar and request action from the competent authorities.

Infelizmente perdemos meu pai e meu irmão na mesma semana vítimas do COVID. De repente ficamos sem chão, e morando fora do Brasil e com as fronteiras fechadas na época fiquei atônito de como resolver as questões à distância. Entrei em contato com o cartório e obtive muito mais do que apenas orientações administrativas, recebemos respeito, apoio, compreensão e solidariedade. Mesmo nos exigindo todos os requisitos cartoriais para emissão das certidões que precisávamos, tudo nos foi orientado de forma clara e tranquila, o que foi fundamental para que conseguíssemos reunir toda documentação necessária mesmo estando distante. Se propuseram a ir na residência de minha mãe devido ao estado emocional e de saúde em que ela se encontrava, Parabéns pela conduta!
Talvez vocês não tenham ideia do bem que nos fizeram naquele momento, que toda esta fraternidade lhes seja retribuída em abundância!
Lamento a demora em minha mensagem mas para ser franco apenas hoje consigo escrever sobre este tema com mais resiliência.

I would like to congratulate Ricardo and his team for their work and thank you for the care with which you treated me and my family at a difficult time for all of us. Unfortunately we lost my father and brother in the same week victims of COVID. All of a sudden we ran out of ground, and living outside Brazil and with the borders closed at the time, I was astonished at how to resolve issues from a distance. I contacted the registry office and got much more than just administrative guidance, we received respect, support, understanding and solidarity. Despite demanding all the notarial requirements for issuing the certificates we needed, everything was guided to us in a clear and calm way, which was essential for us to be able to gather all the necessary documentation even though we were far away. They proposed to go to my mother's house due to the emotional and health state in which she was, Congratulations on the conduct!
Perhaps you have no idea of the good you did us at that moment, may all this fraternity be returned to you in abundance!
Sorry for the delay in my message, but to be honest, it's only today that I can write about this topic with more resilience.
